Just sometimes?!
i was certain it was because he spied a small child to dine on. i heard this is how he gets his power, ad the act of devouring small children is how he renews his dark covenant. i maybe be wrong however, it could just be indigestion, he may have had Whataburger.
He kind of reminds me of Emperor Palpatine. Then again, pretty much all white, grey-haired Republicans remind me of Emperor Palpatine.
